El proceso constitucional europeo : antecedentes y resultados

Abstract

The European Constitution is a very current issue, because the different member states of the European Union are currently in the process of ratifying said text and because of the special emphasis that the press has placed on a possible negative result of the referendum in France, founding people and, until now, promoter of European integration. This article analyzes the constitutional process, the reasons why it took place in those precise moments, the political motivations, its influential figures, its historical ambitions and its final result. Likewise, it is asked whether the Constitutional Convention, chaired by Giscard d'Estaing, has effectively fulfilled its established aims and objectives, endowing the EU with this Draft Treaty establishing a Constitution for Europe with powers and procedures to work effectively in an enlarged Union.
