Dilemas en el Grupo Andino

Abstract

Since the Declaration of Bogotá was signed in August 1966, practically three years elapsed until their aspirations could be partially realized in the Subregional Agreement signed in the capital of Colombia. In this way, the process became the longest and most complicated series of negotiations in the history of economic integration in Latin America, both in the subregion and in the LAFTA. This situation makes it necessary to ask the question of what dilemmas the Andean Group faces, both in its internal and external projection, and how these dilemmas may eventually affect the progress of subregional integration.

Abogado chileno, miembro del Instituto Interamericano de Estudios Jurídicos Internacionales y desde 1965 asesor especial del Departamento de Asuntos Jurídicos de la OEA. Es autor, entre otras publicaciones, de : La integración política (196ó); Developments in the Latin American Free Trade Association (1967), y coautor de Derecho de la ¡ntegración latinoamericana (1969). Profesor de la Academia de Derecho Internacional de La Haya en la primera sesión externa para América Latina (Bogotá, 1969).
